В марте 1958 года Совет Министров СССР принял постановление № 320 «О жилищно-строительной и дачно-строительной кооперации» — и у советского человека появился легальный способ построить себе квартиру, не дожидаясь государственной очереди десятилетиями.
Механика была простой и честной:
Это знал каждый, кто жил в СССР: «кооперативный дом» звучало как знак качества. Государственные новостройки жильцы доводили до ума сами — осваивая профессии маляра, штукатура и плиточника. В кооперативных домах качество было заметно выше.
Причина не в технологиях — дома строили те же тресты из тех же панелей. Причина в стимулах:
Мы не идеализируем. Доля ЖСК так и не превысила 7–8% советского жилищного строительства (к концу 1980-х — 5,9%): вступая в кооператив, семья теряла место в бесплатной государственной очереди, пай был подъёмен не для всех, а количество кооперативов квотировалось. В Литве кооперативным было 15,9% строительства, в Белоруссии — 13,6%: там, где ограничений было меньше, модель сразу показывала себя сильнее.
Урок не в том, что кооперативы — ниша. Урок в том, что даже в жёстко централизованной экономике люди, объединённые в кооператив, строили лучше и бережнее — потому что строили себе.
Кооперативное жильё — не советская экзотика, а работающая мировая практика. В Цюрихе — одном из самых дорогих городов планеты — свыше 18% домохозяйств (около 35 000 из 195 000) живут в кооперативных квартирах. 141 действующий жилищный кооператив управляет более чем 42 000 квартир, и аренда в них примерно на 20% ниже рыночной.
Принцип тот же, что у советских ЖСК: цена «по себестоимости» (at cost) — покрывает землю, стройку и обслуживание, но не создаёт прибыль для внешнего владельца. Ценность остаётся у жильцов.

Ключевое отличие от корпоративной платформы — то же, что у ЖСК с девелопером: платформа-корпорация строит, чтобы заработать на вас; кооператив строит, чтобы работало для вас. Корпорация может поднять цены, закрыть API, «выключить» твой бизнес. В кооперативе инфраструктура принадлежит тем, кто на ней работает.
И ещё одно отличие — уже от самих ЖСК: советский кооператив упирался в квоты и запреты, а цифровой кооператив масштабируется без разрешений. Код, в отличие от панельного дома, копируется бесплатно: каждая новая фабрика делает ядро сильнее для всех.

The best way to explain what the MILAGPT cooperative is? Recall how people in the USSR built homes for themselves. No developer, no race for profit — and somehow better built than what the state delivered.

In March 1958 the USSR Council of Ministers adopted Resolution No. 320 “On Housing-Construction and Dacha-Construction Cooperation” — and Soviet citizens gained a legal way to build themselves an apartment instead of waiting decades in the state housing queue. These housing-construction cooperatives were known by the Russian abbreviation ZhSK.
The mechanics were simple and honest:
Everyone who lived in the USSR knew it: “a cooperative building” sounded like a mark of quality. State-built housing was finished off by the residents themselves — mastering the trades of painter, plasterer and tiler along the way. In cooperative buildings the quality was visibly higher.
The reason wasn’t technology — the same construction trusts built them from the same prefab panels. The reason was incentives:
We’re not idealizing. The co-ops’ share never exceeded 7–8% of Soviet housing construction (5.9% by the late 1980s): by joining a cooperative, a family gave up its place in the free state housing queue; the share payment wasn’t affordable for everyone; and the number of cooperatives was capped by quotas. In Lithuania cooperatives accounted for 15.9% of construction, in Belarus — 13.6%: wherever there were fewer restrictions, the model immediately proved stronger.
The lesson isn’t that cooperatives are a niche. The lesson is that even in a rigidly centralized economy, people united in a cooperative built better and more carefully — because they were building for themselves.
Cooperative housing isn’t a Soviet curiosity — it’s a working global practice. In Zurich, one of the most expensive cities on the planet, over 18% of households (about 35,000 out of 195,000) live in cooperative apartments. 141 active housing cooperatives manage more than 42,000 apartments, and rents in them run roughly 20% below market.
The principle is the same as in the Soviet co-ops: pricing “at cost” — covering land, construction and maintenance, but creating no profit for an outside owner. The value stays with the residents.

The key difference from a corporate platform is the same as between a housing co-op and a developer: a platform-corporation builds to make money off you; a cooperative builds so that things work for you. A corporation can raise prices, shut down the API, “switch off” your business. In a cooperative, the infrastructure belongs to the people who work on it.
And one more difference — this time from the Soviet co-ops themselves: the Soviet cooperative kept running into quotas and bans, while a digital cooperative scales without asking permission. Code, unlike a prefab building, copies for free: every new factory makes the core stronger for everyone.
